And he makes the point that Wall Street does not regulate itself and that through the agencies the president could essentially ensure that regulatory requirements are put in place that would make the so - called “ cash on hand ” requirements commensurate with the level of risk undertaken by the banks , and that that would enable the banks to downsize , which would profoundly change the way of things .
